Can't interact with the phone and call firefighters in NPC's houses [ Edited ]

How often does the bug occur? Every time (100%)
What is your current game version number? 1.101.290.1030
What expansions, game packs, and stuff packs do you have installed? Get Together, Seasons, Eco Lifestyle, Cottage Living, Discover University, High School Years, Jungle Adventure, Dine Out, Nifty Knitting, Bowling Night, Laundry Day, Backyard, Luxury Party.
Steps: How can we find the bug ourselves? Witness any fire in a lot except in the lot of the household you are controlling.
What happens when the bug occurs? Can't call firefighters through the phone. Impossible to click on phone icon.
What do you expect to see? The phone screen with the Call fire department interaction, as it is in your own lot.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Not sure.

straight up just watched actual firefighter NPCs (two of them) stand around in the middle of a fire while it spread, doing absolutely nothing.
