Solved: Demolish option greyed out on some empty lots

I solved a problem I had demolishing a couple building lots, despite everything being deleted.  The demolish option was greyed out.  I swiped a few kittens and puppies from neighbours and grew them up on one lot.  Not a lot, just a dozen.  I checked the pets’ surnames at the costume shop to find the last owners, found the two dogs that had been stolen, sent them to the pet park, and then send them home.  It sends them to their actual homes (which were the ones with demolish greyed out) and not the lot where I was having a pet party.    I then assigned them to different owners who had homes and the option to demolish the lot was no longer greyed out.  I carry the pugs around to different lots, too and I imagine it can cause the same problem.  Finally have two lots freed up.
