The only lot I've experienced the red flash so far is the 'Lone Wolff Manor' which is in sunset valley. The lot is 40x40 and completely flat.
I've been playing around with my graphics settings, as I'm encountering a whole host of graphical issues (which I've added to another thread). I'm also seeing red buildings like @ew2013 , I think I've worked out it only occurs when 'enabled advanced rending' is unchecked. Unchecking 'enabled advanced rending' also makes the grass terrain in Isla Paradiso disappear and I noticed a patch of red terrain, I'm yet to test if the same thing happens in other worlds.

I've seen red flashing in a few different places, in different saves. This one is from tonight, when trying to place a 40x40 empty lot in Edit Town, in Riverview:
The screen flashed bright red and faded to black the entire time but didn't resolve itself until I zoomed out. I could not reproduce this a few minutes later.
The home lot (denoted by the green icon in the upper left corner) consistently goes to flashing red whenever I zoom out far enough. The red usually covers the entire screen or close to it. But I also got this when the camera was centered a bit to the left of the house:
This save hasn't crashed, at least not yet.

Checking "Enable Advanced Rendering" seems to have helped me with this issue, also. I just played around for an hour with random lots, edit town, etc., and the red hasn't returned (at least on this particular play session). I will send an update if it comes back.

When I go into some worlds all of the grass turns red and when I get to winter the snow does not show up on the ground

This exactly happened to me when I was playing in Bridgeport.

@jalyncrump I've merged your post into the master thread for this issue. Please provide some screenshots, as well as the deviceconfig from your Sims 3 folder. There's also a bit more information that would be helpful to know. Details for everything are in the first post.
