What happens when the bug occurs? Watson's ultimate pylon doesn't work against Horizon's ultimate. It's was work before last patch. Whenever Horizon uses the ultimate, the pylon doesn't prevent it. In this case, the already strong Horizon becomes even stronger.
What should be happening instead? Must fix
