Build Mode takes me to a different lot

This is kinda funny yet annoying, in a new save I'm trying to build a home for my family... but every time I click the build icon it takes me a different lot -craziness! Even restarting the game doesn't help -sigh.

It was this one save -& I never tried a different lot, just deleted the entire save (it was new anyway) after 2 restarts & taking out my 2 mods did not resolve the problem.

Is it always the same house it takes you to or does that differ ? Community or residental lot ?

Did you try the repair option on Origin ?
