Event “Simcity Classics - Carnival” not accessible after update

In the City Album I can see that the event “Simcity Classics - Carnival” will end in approx. 15 hours. However, there is no way to access track of  “Simcity Classics - Carnival”.  Also I cannot find any way to make the red points necessary for the Rio Carnival, only green plumbob points are offered for assignments in CoM now.

Thank you.  That means that either the time information in the city album is incorrect or I do not understand what it indicates.  Bad luck, I really hoped there still was a way to get the Rio Carnival bird.
