I don't think anyone has thought of that, it's just a car vibrating.

The car is probably running, but it does not move from its spot. I have seen all kinds of feedback from all versions of Plants vs. Zombies 3 and in none of them have I seen anyone think that there is any type of activity happening inside the car. Whoever mentioned Dave and Tugboat probably meant it as a joke.
