There are some restrictions around PMs to avoid abuse and spam. So once you gain a certain rank, that should go away. All working as intended and nothing to worry about.

People using the mass PM system to send all users advertising spam for loads of stuff. This was a huge problem in the past that was abused by spam bots so protective measures were put in place to stop that.
