Career, relationships panels broken and open on back of screen without clicking

When loading my save files, the various panels for relationships, careers,

simplify, etc., are open randomly on the screen and eventually the loaded file starts to lag and I can’t press anything. The screens aren’t fully visible but kind of broken in the back ground. I can also here the “click” sound happening even though I haven’t clicked any of those panels
