Something odd about the Android Tapped Out deletions today

Like many Android players, I went to the app and got a server unreachable error and then eventually it connected but it was at the beginning of the game again.  After trying to get back my original Springfield for a little while, I wondered if it was even possible for a Springfield to restore from the servers on Android.  So I got another Android device of mine that I had started playing Tapped out on but then uninstalled and when I reinstalled the app on that, the Springfield was there with no problems at all.  Houses and tasks were ready to collect, etc.  So why do only some of the games appear to be backed up?

The Android version of the game does not have the Origin login. Usually game saves are not supported across multiple Android devices (each device will have its own save file).
