Issue with Fleet battles in ROTE Kashyyk ability cooldowns increase

How often does the bug occur? Every time (100%)
Summarize your bug I noticed, and confirmed with guild mates that in the new TB ROTE, on the Kashyyk fleet mission, that the Blockade modifier which is supposed to increase the call reinforcements cooldowns by one, instead increased all ability cooldowns by one. My only choice as a first move was a basic. As a result I couldn't set reinforced hull on Ywing with Profundity and got smoked.
Steps: How can we find the bug ourselves? try the mission I assume. Check the cooldowns at start
