The Sims 3 installation not complete? The Sims 3 uninstaller not working?

Hello, I just got The Sims 3 and when I open it and when it gets to the opening it says "installtion not complete please reninstall and try again. When I try and open the sims 3 uninstaller it does nothing and there is nothing wrong with my computer so I need to get this fixed asap.

Try manually uninstalling the game as described here: https://help.ea.com/article/manually-uninstalling-the-sims-3

Then reinstall

If that doesn't work, what's your operating system ?
