Needs are not decaying?

For some reason, the sleep and hygiene needs are not decaying at all for one of my sims. He does not have any aspiration rewards that would cause this. Is there a way to fix this? Thanks!

Try resetting the Sim with resetsim firstname lastname (name of the Sim). That usually takes care of this problem.
