I cant install my game?!

I just downloaded Sims university life and im trying to install it but its asking me to update my sims 3 base game and i have and its still not working! can someone please help me!

What is your base game version right now ?
Open the launcher and check the number in the lower left corner.
If you're not at 1.67, please update your game.
