Disaster Card Upgrade

How is increasing the War Disaster Card level in Sims Build It a good thing? 

Will you either decrease the amount of golden keys needed for upgrades? OR will golden keys become easier to obtain?

When you upgrade the disaster is worth more points during war. 

It will not decrease the number of gloden keys you will need more to further upgrade nor will it make it easier to obtain golden keys.

You do not get golden keys for war, only platinum key if your team wins. I do not recall ever getting golden keys for personal rewards but I could be wrong.
