He was driving me crazy to but I just parked and let the game run along the route showed with my masterful painting skills and eventually Cletus came driving along. As for peach she is running around in a construction site in the city all the way down too the right on the Map. Right next to a Race typed race called hyperspace circuit. Hope this helped.

Cletus is never ever on my map, not in the top left or anywhere. I'm on PS4 if that makes a difference
