Reduce the Mastiff's power boi

@Fffbrre3 It doesn't need to have a power reduction, it just needs to be programmed to only work at proper shotgun range rather than being able to hit for 75 dmg from distance.

It works as a shotgun should but it is just seriously overpowered from range.
