Trying to remove GeForce or Windows Game Mode but that changes nothing.

I have solved this issue by rolling back Windows 10 from version 1709 to 1703.

Did you manage to fix the problem man? I am having the same problem I just downloaded FIFA 13 again. And it crashes right before you select the language

I found out just now, when there's already (maybe a bunch) new update, and only that one displayed,

I found the solution in another thread, i am only sharing the solution

Go to Origin -> Application Settings then to Origin In-Game Tab, disable Origin In-Game.
Right Click on FIFA 13, Properties uncheck "Enable Origin in Game for FIFA 13" box.
