Steps: How can we find the bug ourselves? Look at Tomarang foliage in normal weather and windy weather
What happens when the bug occurs? Foliage has no wind movement and is completely static, which looks broken because trees on the lot have the correct movement to portray wind. When it's windy weather, the static foliage starts to move incredibly wobbly and looks insane (in a bad way).
What do you expect to see? Proper fluid wind shader movement
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

I compiled a list of the assets using Sims 4 Studio from For Rent and tracked down most of the objects the For Rent foliage objects were copied from (odd that 75% or more of the foliage is reused assets but couldn't bother reusing the wind shader settings/weight paint?)
