Toddler Hygiene will not change

I've been having the same problem for a few weeks now. The bath is complete but the hygiene does not change. I've tried multiple variables--a 3 star tub vs 2 star, the long bath vs the shorter one, having all other areas completely full (hunger, bathroom, entertainment, etc.) vs. some are lower; nothing seems to affect whether or not the bath will work to fill the hygiene.

hiya, usually when I have a problem I cannot fix I just reset the sim (this is not a mod) . To do this open the cheatbar, on mac its control+shift+C and then type 'resetsim FirstnameLastname' then try giving it a bath, it might work now!

I'm having the same problem but on the PS4. It's not the same bug as the one with a baby on the lot or is it anything to do with the parents not fully bathing her.
