Did not receive Zutroy after completing all Tunnel tasks

I did not receive Zutroy and I'm short elves. I should have 27, but I only have 24. Tried all the troubleshooting.

Logged in and out tried to synchronised to krustyland and back to town no Zutroy i only have the cabin and 25 elves any help?

I also did not receive Zutroy but I did receive the fever cabin. Logged out and in again, clicked on all the tunnels and it said all tasks were finished, still no Zutroy....
