I'm making a family in cas with two brothers, but the only two relationships you can use are: Roomates, Dad/Parent of. How do i make them siblings?

did you try add another sim to be parent of and then see if you can make them brothers ? then if that works for you place the whole family in a lot then go to edit town and remove the parent the brothers ought to be still related to each other
