I bought sims 3 used from amazon and i cant use it with out the code i cant understand that

@Rebel_Princess01 The software on the discs is dated. Windows 10 and El Capitan no longer support the DRM that install with the disc version. The present DRM in use is Origin and once you use the code (which is a one time use as an activation code) you can get the digital download version from Origin and this makes the disc version and nice bookshelf filler. With laptops being sold without optical drives digital download seems the preferred way of delivery. Many stores are refusing to take used games that require activation. As the place you purchased the game is a third party vendor and the used games are being sold by a third party vendor of a third party vendor - I suggest you contact who you paid. I suggest you contact Amazon and if that doesn't help you can contact the organization you used to pay for the game (debit card, credit card, paypal, etc)  and submit a claim
