I recently purchased Sims Generations and I can't play Sims 3

Hi I've recently tried to purchase The Sims Generations twice, once with Paypal and once with my card so don't know whether I've purchased it twice but I know it went through with my credit card.  I want to play Sims 3 but it won't let me even after purchasing it.  Can you please advise as I thought that I was able to play the game online without a disc.

Do you own the base game - The Sims 3? You require the base game in order to play any expansion packs such as Generations.
