when ever i play online

when ever i play online i see people with their shirts colored the color is very bright  and but i can't put mine is just a normal color but their is really shining.

another thing they color is the on top part of their skate board but mine you can color only the part facing the ground can someone tell me how i can color the ontop part of my skate board and also put shining colors on ma t-shirt
