There is no separate download for Red Alert 2/YR on Origin, but you can get the full collection here:

Once bought you will be able to play on any server without monthly fees.

Yes, this is a one-time payment (unless you really wish to use Origin's subscription model). All the included games have both singleplayer and multiplayer capabilities, although the servers for the latter are now run by the community, with the exception of C&C 4.
