Did you read the below Microslft Official Site?

If you live and buy the computer (& the others) in Japan, you can change to Japanese characters hitting the "半角/全角" key.
If the problem still persists, please provide detailed information about your situation, including where you live and the manufacturer of the keyboard you are using. I think you'll get a little more help that way.
