battlefield poor performance

hi , after i reinstalled my os (win 8.1)i installed bf4 and it is terrible , everything looks very jagged no mather what settings and resolution im playing om , i get low fps , i tried reinstalling drivers , updating them ...

yea  it worked fine before i did the reinstall

EA already went through my dxdiag report , they told me one thing needs to be updated , but i updated every driver and it didn't fix it ,
