PS4 online video problem

When im online playing matches, I will experience a blurring of the whole screen. This doesn't always happen, but it will start at some point and will blur about every 2-3 seconds. The blurring never occurs in regular gameplay or with other apps. I've restored default ps4 settings, used  multiple tvs, projector and different hdmi cords. And bf4 is the only disc based game I have.
