Community Operations Xbox 360 Problems

Xbox360... I'm trying to download the Community Ops DLC and I'm either getting error codes, or its promoting me to repurchase China Rising. Not that I expected anything less than a headache with a new role out, but what's the solution?
If needed, I can specifically post error codes and the like.
