I bought Battlefield 3. Then i won DLC from facebook. Now i bought BF3 premium. My question is: Can i deactivate the dlc pack to actiavte it on other account before activating the premium?

No, once activated on an Origin account you cannot move a Game or DLC to another Origin account, only merge two Origin accounts into one Origin account.
