Looking around on online-X-Box One

I am having a lot of trouble looking around while I'm playing online. Although everything else is working fine the "R"key isn't working. I can't rotate my field of vision very quickly. It's extremely slow. As you can imagine its not allowing me to have a very good in game experience. If anyone knows how I can solve this please reply.

I am playing on Xbox one. When I move around the frame rate is at a much lower rate than it should be. The movement is very slow and renders my playing almost useless. I would very much appreciate a solution to this problem.
