I feel they overdid it with the plants.
It's almost as if they were too focus on balance when working with the plants, that they throwed a tantrum when they started doing the zombies.
Changing his hit damage on one attack less than 15% total damage would barely change him. What it would do is prevent him from being able to one-shot many characters.
...either that or make a delay with the charge duration.
