So I just downloaded ME Andromeda from Origin, the voice overs are in English, but all the text and menu items are in Russian.
I tried to hack the location files, but didn't work. I tried to change the settings but the only option is Russian. Any ideas?

If you bought the game on the Russian Origin shop then there are no other language options. (As it is stated on the shop page.)
In Russia and Poland the game has only the Russia and Polish language option for text and menu.
Ok, that makes sense. But I'm in the US, I'm pretty sure the Origin portal I'm on is US. I uninstalled and tried downloading, but got same result.
I checked my EA settings and they have me listed as US for residence
Ok then, that is something different.
In this cas you should contact EA directly. (If you are not from the US change the country in the top right corner.)

If I've pre-ordered "Mass Effect Andromeda" from an IP-address in Belarus - then I am absolutely forced to use the game that has English voice-overs and Russian menus and subtitles. Is that correct?
And in case I decide that I do not want to accept this forcing - my only option would be to cancel the pre-order and get a full refund. Is that correct? What would be the way to do that, btw?

Look at the language options for Andromeda in your local Origin store, if it is only Russian the language options are as you stated them.

It is possible but imho not very likely that EA/Bioware decides to give people in your region a update option to English for the menus, subtitles and codex entries, it is however almost certain that people will find a unofficial way to do that on their own.
That is however something that can't be discussed on AHQ.
