Game doesn't load immediately after launch

When I launch the game, it brings up the loading screen and just stays there.  It floats above all of my applications, so I can't even open task manager to kill it.  I have tried to reinstall the steam game, download the other launcher, download directx (told me it was already installed).  Any and all help is appreciated.

Try pressing the ALT + Enter keys together a couple of times see if that helps
