If you have a deactivated EA account tied to your XBL/PSN profile and that EA account is associated with an email account that no longer exists, contacting EA's DPO should help you out. Should work just the same if you have forgotten your expired EA account but can still prove your XBL/PSN profile. The only difference is whether your old EA account can be fully recovered or merely unlinked from your XBL/PSN profile.

@delodurSame problem here. No solution. This is a shame.
This seems a war bethween users and EA admins. Users requests a solution and EA answers always is the same. Make another Xbox account and loss the previously payed Game Pass subscription. Crazy... very very crazy situation...
More people report this problem and more times EA refuses to help. Soon this thread will be closed with the same admin answer. "Make a new Xbox account". Without understanding that a prepay subscription of Xbox Gamepass is associated to the Xbox account and is the account changes the subcription is losed.

UPDATE: SOLUTION FOUND
So I followed the reply made here by @SalarymanDaishi above. The reddit page he links (https://www.reddit.com/r/EALocked/comments/viwgq0/one_possible_solution_to_the_problem/) has just proven to be successful for me.
This is from that reddit page what you basically have to do:
"If you go to EA's My Privacy Rights page and scroll towards the bottom, you'll find a link named Regulators, courts, police and public authorities. That link takes you to a form on which you can contact EA's Data Protection Officer."
I filled this form out and sent a message explaining my situation, and how unhelpful support has been, and that under GDPR Article 16 I have a right to rectify any information on an account I own, and in not provided that right they are in breach.
In about 2 days I had a reply from Collin, he apologises and said he will be looking into the support tickets I have used. He also said that if i can give him my current xbox gamertag with linked deleted/damaged/dormant EA account, he would send me a verification code over Xbox live through one of there test machines.
I gave him my tag, within 20 mins I had a confirmation code ping up in my xbox live messages, emailed it over to him, and then within an hour he messaged me back saying he has reset the account and I am good to go and link an EA account. He said the old EA account wasn't recoverable due to "damaged data".
So i used my new EA account, signed in on the EA app, and straight away it came up "would you like to link this with your Xbox account?". So I click yes, and hey presto my Xbox is now linked with a new EA account.
Talk about a round about way to get it sorted. Seems like it just needed to get to the right person.
So guys just follow the reddit post I have linked, and linked by @SalarymanDaishi , send off the form and you should be able to get it sorted!

Thank you so much. Hopefully this will resolve my issue which has been going on for months now. I have sent them an email following your instructions. Email below in case anyone wants to copy and paste it.
Hello,
I purchased Fifa a couple of months ago for my Xbox. When I tried to play the game it came up with a QR code and asked me to sign in. I scanned the code and tried to sign in but it said I needed to reset my password for my account. I clicked to reset the password but I received no password reset link. I believe my EA account is linked to an old email address which I no longer have access to. The email address was hacked and has since been closed down and deleted. I have spent hours speaking with your advisers on the phone and via chat trying to get this sorted out to no avail. My xbox gamer tag is ****. My old now defunct email address is ***** - this was the same email address on my Xbox account but I changed it when it was hacked and I presume there is no synchronisation between Microsoft and EA, so EA was left with the old email address. My new email address which is also linked to my Microsoft account is ****.
Please could you look into this? At the moment I have purchased one of your products and am unable to use it.

@Vanlife4me Glad to hear it's working for everyone else, too! I suppose just contacting the DPO is enough - I only raised a case after confirming that it would qualify and because I didn't bump into that contact form until later. It very much is an issue of getting in touch with those who can help, and for that I'm very grateful to both EA's DPO and their Customer Relations team. Welcome back, and enjoy the games!

Hey! How long did it take for you to get a reply when you reached out? I sent a message through the website on July 21. Just trying to get an idea of when to expect a response lol. I've been dealing with this issue since January. I'm really hoping this is the end of the madness haha.

@TheJimXFor me it was the next workday. Nothing obviously happens during weekends but if your contact attempt was considered legitimate (and they haven't grown tired of people taking this route), I would imagine a reply by early next week. It's really not something that EA can contest. If you have an expired account tied to your PSN/XBL profile, and you can prove ownership of said EA account, at least in EU it falls under GDPR.
To put it simply, "individuals have a right for inaccurate personal data rectified, or completed if it is incomplete." If you can prove you are the owner of the EA account, you can get it back. If you can't, but such an account is linked to your PSN/XBL profile, I would assume you can still prove your ownership of the said PSN/XBL profile. If so, you should at least be able to get it detached so you can at least create a new EA account and couple that with your PSN/XBL profile.
I do have sympathy for EA having to deal with fraudsters, hackers, and whatnot, but when it comes to recovering an expired EA account tied to an email address that no longer exists, yet one that is tied to a PSN/XBL profile that exists, it is doable. Just takes a silly amount of effort.
