How often does the bug occur? Every time (100%)
What is your current game version number? Don't know
What expansions, game packs, and stuff packs do you have installed? All but the last one.
Steps: How can we find the bug ourselves? Go to The Shipping Views.
What happens when the bug occurs? Can't edit above or below nor view anything except main ground floor.
What do you expect to see? The lot functioning like every other lot.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

@THE_SirLOL There's an issue with lots in Evergreen harbor where the ground turns blue. Is that your issue ?

It think that affects all lots though.
