This is actually due to a special interactions for so called "impatient wedding guests". The tuning seems to be intentional as sometimes there aren't enough seats for the guests at a venue to attend the wedding. However, if one wanted to make it less frequent, I'd suggest to lover the StaticCommodity for it to 4 or maybe even 1. It's currently set to 128, which is the same value as for guests sitting down to watch the ceremony.

Another possible solution would be to adjust the priority of sitting down by changing the tuning
to something like
On a more general note, the static commodities for almost all wedding activities are set too low which results in Sims not responding to the new immediate interactions most of the time.
I've getting very good results with raising all of the following ones to 256. (They need to be higher than the commodity to attend the wedding which is currently set to 128.)
This one I set to 64 because it's rather a fallback one and should be lower:
This on I set to 8 because it's even lower in priority:
Looks like much but is actually an really easy task as there's just one value to be adjusted in each tuning file.
