Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? The latest.
What expansions, game packs, and stuff packs do you have installed? All but 2 SP's and Journey to Buttuu.
Steps: How can we find the bug ourselves? Have the Green Gardening neighborhood action plan active and have the Eco Inspector visit your lot.
What happens when the bug occurs? The Eco Inspector fines sims for not being in compliance with the action plan even though they are.
What do you expect to see? I expect the Eco Inspector to recognize that my sim has a garden and to cheapen my sims bills instead of fining the sim.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
My sim can even "brag about owning planters" but for some reason the Eco Inspector doesn't recognize this.

I think the Eco Inspector is looking for a Bee Box or Insect Farm, instead of garden plants. You should pass the Green Gardening inspection if you have either one, even if the Insect Farm is empty. I know it doesn't make sense but that's what seems to work. See the bug report I linked below, which sounds like the same problem.

Thanks! And yeah it doesn't make much sense, especially because sims can brag about owning planters.

I was wondering why was I not compliant! It literally says take your snips and grow stuff because it is good for the planet 😂😅
Obviously I know most insects and bees are good for plants and gardens, but it is just not mentioned in the action plan and this did not come to my mind at all!

I feel like this could be resolved very fast with a simple edit to the string tables. If the NAP description mentioned that you need a beehive or a bugfarm in addition to plants or at least the Eco inspector would give you that hint when they come to your house, this would be totally playable. I had the issue in my game but I found that discussion mentioned earlier in this thread and learned about the additional requirements from there and obviously got it working in my game after that.
It's kind of hard to see this as a bug per se since the game works as intended but the player should also know what is expected from them and it's a problem that the requirements for this task are not explicitly stated anywhere in the game. Effectively the player does not know what they're supposed to do and it renders this NAP unplayable.
