Steps: How can we find the bug ourselves? Travel with a Sim to another lot (leave infant at home), come home and find infant playing in an object (in my case it was the trash can tied tot he changing table).
What happens when the bug occurs? After the infant is done playing, it still has a black cloud everywhere it goes. If a adult picks up the toddler, it surrounds the adult. Traveling to another lot (with or without the infant) gets rid of the cloud. Bathing, changing close and everything else you do on the lot will not.
What do you expect to see? No black cloud.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Yes

This happened to me too after my sim travelled to give a guest lecture for her career and left the infant at home. Was also stuck with the cloud from playing in the bin next to the changing table. Resetting object on my infant got rid of it.

I saw the same, on Mac, without Growing Together and without traveling. Though there may have been a yard sale on at the time. One of my infants started playing in a cabinet autonomously, and when I noticed the action seemed to have been going on a while, I looked closer only to find they'd fallen asleep in the dust cloud!
Later my Sim picked them up and gave them a bath, and the dust cloud followed on the floor. Then when my Sim froze (happens occasionally with multiple infants, I think because they can't decide which one to answer, and/or forget to put the first one down so can't help the second?), I reset her to get her moving again. Since she was holding the infant at the time, this also reset the infant and the cloud went away.
