[NEEDS INPUT] Parents (Caregiver) not affected by "Call to Meal" [ Edited ]

Steps: How can we find the bug ourselves? Have two Parents and their Toddler in a Household. One Parents cooks & calls to meal after. The other Parent will not be called to meal then.
What happens when the bug occurs? When i call to meal with one Sim the other Sim (other Parent of the Toddler) does not get called to meal.
What do you expect to see? That the other Parent gets called to meal as well.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

The Issue is happening because in a Household with a Toddler both Parents get into the Caregiver Situation. This has a Role State with a NoCallToMeal Buff which prevents them to be called to meal. Since they have the Caregiver Situation active all the time as long as they have a Toddler as a child (and the Toddler is on the Lot) they'll always have this NoCallToMeal Buff active. Not sure if that is a Issue since one of the latest Patches but someone told me it is new.

The toddlers do a lot better if there is another toddler child in the household that way the parents aren't the target of all the toddlers social needs. Also make sure they can walk above annoying you with the stairs too.

Edit: I forgot to add when my sims had toddlers and there was stairs they wanted to go up and down them all the time you just put them up and than they wanted to go down.  Especially really annoying if one toddler can walk up and down the stairs and the other can't, they want to be wear the other toddler is.
