Edit: I've tested this with the save sent to me and could duplicate. I started a new save and could also duplicate. Switched back to my regular game and it works fine. So it seems it's a matter of when the save was started. The odd thing is that I started my the two existing saves I tested with the early access of the new pack and they still seem fine. They were also fine during the play test so I wonder what broke. I didn't have any packs to test but there were bartenders in the normal lots. So it's either one of the expansion packs breaking this or something went south inbetween the early access (earlier this month) and now.

Have you installed any customization with the game, e.g. Custom Content or Mods? No. This save file is vanilla for testing.
Did this issue appear after a specific patch or change you made to your system? Yes. After installing patch 1.103.250.1020

I'm here to add this problem is also on PC. This save file was created before patch 1.103.250.1020 but after patch 1.102. I tried several different locations, same result.

Cache was cleared before installing the patch.

This is happening in my game as well. 
PC 1.103.250.1020 all packs (no ForRent)

Checked for Bar and Nightclub venues: Bartenders and DJs don't spawn in their roles. 

Mods are disabled, cache was cleared prior to starting game. 

Tested with new save/new sim created after patch - issue still occurs.

Tested with an older save that was never touched by mods - issue still occurs.

@Alas_Enkidu  I just tested with all EPs disabled and it worked on a new save so trying to figure out the pack now

How old was your older save ?

EDIT: It looks like Get Famous is the culprit. If I disable the pack, then the NPCs spawn. Wonder if it has to do with the fame fix.

The old save that I mentioned was a backup from before HSY patch that I had played for a couple of generations without turning mods on.

I, too, am having this exact problem. No mods, no cc. Updated to latest patch yesterday. Now no staff anywhere. Restaurants, bars, spas. etc.

It's "Sims begin opted out of fame". It has been this way for a few years now. 

I turned fame on, travelled to a different lot. 

First bar had Knox Greenberg as bartender but his default role still said "Eco Something" 

Second had a Bartender spawn but she was behaving as a customer and not tending the bar (the role tooltip displayed the mixologist role). 

Traveled to Thriftea, the Vendor behaves appropriately.

@Alas_Enkidu Guess Knox Green was just a conflict. Did he do the job ?

Yes, he was acting as Mixologist for the Bar venue. 

With the setting off (sims gain fame by default), roles seem to get filled appropriately now. Checked Mixologists on various lots, Librarian, Barista, BubbleTea Vendor.
