I can confirm that this is happening on my saves after the release of "For Rent". When is this going to be fixed? With over 400+ replies "Me too"'s I would imagine this is a top priority!

You can now safely use the game setting to "Opt Out of Fame" without having any impact on NPC Sims spawning in to visit community lots.

Fixed in Patch 1.105.297/1.87
