Your issue is the same as this one with the exception that the lot goes generic while the Sims are living on them.
Move them out, then try @ju1ka solution

Do you have Dine Out ? Also works with restaurants.
Otherwise, there's currently no known workaround that I'm aware of

Re: Can't change lot type
- We fixed an issue that could cause a residential lot to switch to a generic lot type after being placed from The Gallery.
Fixed in Patch 1.25.135
Affected lots may still need manual fixing

I still have this issue and all the troubleshooting didn't work at all, that land is still locked in Generic no matter what I try. I hear that the last patch should solve this, but it didn't.
