[ECO] Port Promise: Texture panel clips out of ground

Product: The Sims 4
Platform:Steam-PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.97.62.1020
What expansions, game packs, and stuff packs do you have installed? All Expansions, all game packs excluding Journey to Batuu, all stuff packs, and all build kits
Steps: How can we find the bug ourselves? Occurs when visiting or living in Port Promise. This appears to happen whether cc is used or not.
What happens when the bug occurs? Texture panel clips out of ground and overlaps other textures.
What do you expect to see? Near the end of the garden bed close to the Greenburgs residence there appears to be an entire texture panel lifting off the ground clipping through the textures of the road, dirt, and wooden path. When a sim stands on said panel they appear to hover well above the actual ground. Even after the visual transformations with neighborhood action plans this texture panel persists.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

This is a screenshot taken before enacting any neighborhood action plans.

@MonochromeKites There is also a problem with the lighting.

Three areas are messed up in Port Promise before, during and after enacting Modern Development and/or Green Initiatives.
