Evo sheild pickup

Evo shields, although nice and debatably one of the strongest shields, should be able to be picked up at level 2 or 3 on drop. Im not saying i haven't leveled up an evo shield from pick-up lvl 1, but it would just be more used if you could find a lvl 2 or 3 evo shield sitting on the ground  or in loot boxes and having an occasional level 4 evo shield in loot vaults, cargo bots, and loot ticks.

Maybe putting a 5th level to the evo shield where it gains fast shield, but gains so more health would be nice too
