We're not seeing any widespread reports about this so far. Lastly, can you confirm if you are able to watch the ads on any other devices in your household, whether on WiFi or a mobile network connection? This can help point us to whether it's device related or account/bug related.

Have you tried removing the WiFi connection from your device and then re-added it? I believe this is device related with some type of ad blocker you have on your device. :\

Do you have the option to log into a different device with your account to determine if it's account or device based? You mentioned your brother was able to do it but on his account. Do you have a tablet or other phone that you can log into with your account to see if ads work on that device?

This looks to be device related then. I would reach out to Samsung support to see if they are aware of any settings that can block ads or a reason why it's not showing up on your device. 

A factory reset of the device could potentially fix it, but you'll want to make sure you back up all your photos and any other downloads you want saved. Not ideal, but that could be an option too.
