I'm from Russia. 
I have a similar problem. Today in 3 hours I found 1 game. This is ridiculous. I can not find an opponent or find a bad connection.
 I live next to Japan and China (Vladivostok city). I only play with Asians who have a bad ping, but my place in the ranking is in Europe. 
I have never played with people from Europe in ranking matches. I thought that the problem is in their ping, but in friendly battles ping is great.
 I am not one with such a problem. A lot of people suffer. The game must be added to the game the ability to choose a server
