Is something wrong with my EA Play?

I pay for game pass ultimate which includes EA Play and I use EA Desktop to play any EA games. But if I try to play TF2 on steam or origin it says I have to pay for EA Play even though I already pay for it and have all my accounts linked? I just want to be able to use .cfg files in order to add things like an FPS counter or a speedometer to TF2.
