White noise and FPS drops

Whenever I play multiplayer, and possibly singleplayer (not tested), the game starts making white noise/crackling noises, and FPS drops a lot no matter what graphics I use. I have a GTX-1070 which is above recommended, so I am unsure about what is causing this.
